Role Objective
The PMC HSE Manager shall be responsible for leading, monitoring, and ensuring effective implementation of Health, Safety, and Environmental (HSE) requirements for Offshore and Onshore pipeline construction activities. The role focuses on HSE leadership, statutory compliance, risk management, and safe execution of construction, installation, testing, and commissioning activities for the Project at Jamnagar.
Scope of Work & Responsibilities
- Lead and oversee HSE management for Offshore and Onshore pipeline construction activities at site.
- Develop, implement, and monitor the Project HSE Plan, procedures, and site-specific HSE requirements.
- Review and approve Risk Assessments, Job Safety Analyses (JSA), and Method Statements for all construction and installation activities.
- Ensure HSE compliance during HDPE pipeline activities including pipe stringing, jointing, floating, towing, installation, testing, and interface with civil and marine works.
- Ensure effective implementation of Permit to Work systems for hot work, cold work, confined space entry, lifting, excavation, and marine activities.
- Conduct and lead regular HSE inspections, audits, and safety walks across site and marine spreads.
- Ensure timely reporting, investigation, root cause analysis, and close-out of incidents, near misses, and unsafe conditions.
- Lead toolbox talks, safety inductions, HSE training, and awareness programs for site personnel.
- Coordinate closely with PMC Construction, QA/QC, Planning teams and EPC Contractor’s HSE management.
- Ensure availability, adequacy, and correct use of PPE, safety equipment, and emergency response facilities.
- Monitor environmental compliance including waste management, spill prevention, housekeeping, and site reinstatement.
- Maintain and control all HSE records, reports, statistics, and statutory documentation.
- Lead emergency preparedness planning, drills, and response actions at site.
Qualification & Experience
- Bachelor’s degree in engineering (preferably Safety, Mechanical, or Civil) from a reputed engineering college in India, or a graduate degree with a recognized HSE qualification.
- Minimum 12–18 years’ experience in HSE roles for Offshore and/or Onshore pipeline, oil & gas, or industrial construction projects, with at least 5 years in a managerial or lead role.
- Mandatory experience in HSE management for HDPE offshore and/or onshore pipeline construction activities.
- Prior experience in PMC / Consultant / Client-side role preferred.
- Knowledge of offshore pipeline installation and commissioning activities will be considered an added advantage.
Certifications (Mandatory / Preferred)
- NEBOSH IGC or equivalent internationally recognized HSE certification.
- ADIS / IOSH certification preferred.
Regulatory & Standards Knowledge
- Indian statutory HSE regulations, labour laws, and permit requirements.
- Relevant IS standards and international HSE best practices.
- Project HSE specifications and contractual HSE requirements.
