Role Objective
The PMC Project Quality Manager / Engineer shall be responsible for leading, monitoring, and ensuring effective implementation of the Project Quality Management System for Offshore and Onshore pipeline works. The role includes quality oversight across engineering, procurement, third-party inspection, fabrication, construction, testing, and commissioning activities to ensure full compliance with contractual, statutory, and project quality requirements for the EDPL Project at Jamnagar.
Scope of Work & Responsibilities
- Establish, implement, and maintain the Project Quality Management Plan in line with contractual requirements.
- Monitor and ensure quality compliance for Offshore and Onshore pipeline construction activities at site.
- Review, comment, and approve Quality Plans, Inspection and Test Plans (ITPs), procedures, and method statements submitted by the EPC Contractor.
- Review and comment on engineering deliverables related to quality including material specifications, datasheets, inspection scopes, and acceptance criteria.
- Ensure quality compliance during HDPE pipeline activities including pipe stringing, jointing, floating, towing, installation, testing, and interface with civil and marine works.
- Monitor quality of civil works including RCC concrete pipe collars, foundations, excavation, backfilling, and reinstatement activities.
- Manage procurement quality activities including review of vendor quality plans, inspection requirements, and quality control during manufacturing.
- Coordinate with Third-Party Inspection Agencies (TPIA) for inspection planning, scheduling, witnessing, and reporting of inspections and tests.
- Review and approve TPIA inspection scopes, inspection assignment instructions, and inspection test plans in line with project requirements.
- Coordinate and witness mill inspections, shop inspections, factory acceptance tests, and site acceptance tests along with TPIA and Contractor.
- Review TPIA inspection reports, Material Test Certificates (MTCs), test reports, and release notes, and recommend clearance for shipment and site use.
- Ensure compliance with approved testing procedures and acceptance criteria prior to material and equipment clearance.
- Identify quality issues, raise NCRs, and ensure timely corrective and preventive actions and close-out.
- Coordinate with PMC Construction, HSE, Planning teams and EPC Contractor’s quality and procurement personnel.
- Support progress certification by confirming quality compliance and release status of works and materials.
- Ensure compilation, review, and completeness of quality records, dossiers, and as-built documentation.
- Participate in internal and external audits, quality reviews, and management walkthroughs.
Qualification & Experience
- Bachelor’s degree in engineering (Mechanical, Pipeline, Civil / Welding or equivalent) from a reputed engineering college in India.
- Minimum 10–15 years’ experience in Quality and inspection roles for Offshore and/or Onshore pipeline, oil & gas, or industrial construction projects.
- Proven experience in project quality management covering engineering, procurement, third-party inspection, fabrication, and construction phases.
- Experience in quality management for HDPE offshore and/or onshore pipeline construction activities is required.
- Prior experience in PMC / Consultant / Client-side role preferred.
- Knowledge of offshore pipeline installation and commissioning activities will be considered an added advantage.
Certifications (Mandatory / Preferred)
- ISO 9001 Lead Auditor or equivalent quality management certification.
- CSWIP / NDT Level II certifications will be an advantage.
Codes & Standards Knowledge
- Relevant IS, ASTM, API standards applicable to pipeline, HDPE, civil, and marine works
