JOB DESCRIPTION:
KEY ACCOUNTABILITIES
- The Head of Organization Development is responsible for driving strategic
- HR initiatives that align with the organization’s business objectives.
- Organizational design, workforce planning, process improvement, and HR technology optimization. Additionally, the role ensures compliance with regulatory requirements.
- Manages the HR Work Program Budget (WPB) to support the company’s operational and strategic goals effectively.
ORGANIZATION DESIGN
- Lead organizational design initiatives, including reorganization, position title standardization, and development of functional descriptions (FD) to ensure alignment with the company’s strategic goals.
- Assess and recommend enhancements to the current organizational structure to improve efficiency, communication, and collaboration across teams.
- Drive and oversee organizational transformation projects to support business growth and agility.
PROCESS IMPROVEMENT
- identify and implement opportunities to streamline HR processes, policies, and systems to enhance operational efficiency.
- Apply methodologies such as Lean Thinking, Six Sigma, or Total Quality Management (TQM) to improve HR service delivery.
- Collaborate with cross-functional teams to redesign processes and workflows for optimal performance and measurable results.
WORKFORCE PLANNING, STRATEGY AND HRIS
- Develop and execute a strategic workforce planning framework to ensure the company has the right talent to meet future business needs.
- Conduct workforce analysis to identify gaps, recommend solutions, and align workforce capabilities with the company’s objectives.
- Lead the implementation and optimization of the HR Information System (HRIS) to improve data accuracy, reporting, and decision-making.
- Ensure the HRIS supports and enhances key HR functions, including planning, recruitment, and performance management.
Malaysianization and Work Program Budget (WPB):
- Drive the company’s Malaysianization strategy in alignment with Malaysia Petroleum Management (MPM) guidelines and industry standards.
- Develop and implement programs to build local talent pipelines and reduce dependence on expatriates.
- Manage the preparation, submission, and execution of the HR Work Program Budget (WPB) in line with MPM guidelines.
- Serve as the primary liaison with MPM, providing updates and ensuring compliance on workforce strategy, budget allocation, and Malaysianization targets.
QUALIFICATION AND EXPERIENCES
- Bachelor’s degree in Human Resources, Business Administration, or a related field; a master’s degree is highly desirable.
- Minimum of 10 years of progressive HR experience, with a strong focus on organizational design, workforce planning, HRIS, and process improvement.
- Proven experience managing Work Program Budgets and engaging with regulatory bodies such as MPM.
- Demonstrated success in leading Malaysianization or similar talent localization initiatives.
- Strong project management skills and experience managing HR initiatives.
- Effective communication skills and the ability to engage with stakeholders at all levels.
- Ability to work under pressure and to tight deadlines.
SKILLS AND COMPETENCIES:
- Strategic Leadership: Ability to align organizational development strategies with business goals and drive impactful initiatives.
- HR Technology Proficiency: Expertise in HRIS platforms and workforce analytics tools to support data-driven decision-making.
- Process Improvement Expertise: Deep understanding of process redesign frameworks like Lean, Six Sigma, or TQM.
- Compliance and Audit Skills: Strong grasp of HR audit requirements, statutory regulations, and risk management practices.
- Localization Strategy: Experience in driving Malaysianization programs or equivalent localization efforts.
- Communication and Stakeholder Engagement: Excellent interpersonal and communication skills, with the ability to collaborate across all levels of the organization.
- Project and Change Management: Proven track record of managing projects, meeting deadlines, and achieving desired outcomes.
